I am etc. to transmit to you,

for the consideration of the

Minister of War Transport, the accompanying

copy of a report on the future control and

development of the port of Hong Kong which

was presented by Sir David Owen in 1941,

together with a copy of a despatch from

the Governor of Hong Kong, dated

15th August, 1941, proposing that, subject

to certain minor modifications, the

recommendations in Sir David Owen's report

should be adopted.

Colonel Stanley has now had this

matter under consideration in relation to

the plans which are being prepared for

the rehabilitation of Hong Kong, on its

liberation, and he has come to the

conclusion that the recommendations of

Sir David Owen, subject the modifications

proposed by the Governor, should be

adopted.

In particular he considers that steps

should be taken to obtain the services of

an officer suitably qualified to become the Planning Chairman of the proposed Harbour Trust.
